[Polkassembly](https://kusama.polkassembly.io/) is an integral part of polkadot and kusama governance. This submission proposes a recurring payment (quarterly) to cover maintenance, operations and human resource costs for Polkassembly, including general maintenance, runtime upgrades changes and could/infrastructure cost for q4. Since Polkassembly supports both Kusama and Polkadot Networks, this maintenance proposal will alternate networks for submission every three months. This submission covers costs for October, November, December of 2021. We are requesting the Kusama treasury to provide funds this time.

Approve a proposal. At a later time, the proposal will be allocated to the beneficiary
