Motion 266, covering the bounty for sub-bounty extension: An error was found in the value requested and the proposal was replaced by motion 264 (approved). Note the motion is passed to council as `closeBounty`.

 Cancel a proposed or active bounty. All the funds will be sent to treasury and
 the curator deposit will be unreserved if possible.

 Only `T::RejectOrigin` is able to cancel a bounty.
