This Proposal aims to provide a solution for cases of scam victims and other illicit activities in the Polkadot community. As a blockchain analytics provider, we understand the urgency for such a solution so, from our side, we are placing the Polkadot protocol on the top of our roadmap of blockchains to onboard in our monitoring and investigations solution. With the funds provided, we’ll not only be able to prioritize the launch in production (December 2021) but the ecosystem will have priority access to start monitoring all addresses under https://polkadot.js.org/phishing/.

Merkle Science has been working closely with Michalis (Web 3 Foundation) and RTTI-5220 (Polkadot Council) for over 2 months in shaping this proposal in the best way possible to meet the current and future needs for continuous monitoring and blockchain investigations by the Anti-Scam Response Team.

 Schedule a majority-carries referendum to be tabled next once it is legal to schedule
 an external referendum.

 The dispatch of this call must be `ExternalMajorityOrigin`.

 Unlike `external_propose`, blacklisting has no effect on this and it may replace a
 pre-scheduled `external_propose` call.

 This will execute until the first one fails and then stop.

 This will return `Ok` in all circumstances. To determine the success of the batch, an
 event is deposited. If a call failed and the batch was interrupted, then the
 `BatchInterrupted` event is deposited, along with the number of successful calls made
 and the error of the failed call. If all were successful, then the `BatchCompleted`
 event is deposited.

:

1. Establish a new PolkAssembly CouncilMotion to request input from the Polkadot community on their opinions about Polkadot's future. 
2. Seek feedback from the community on their thoughts regarding the network’s future roadmap and proposed changes. 
3. Collect feedback in the form of ideas, concepts, and experiences in order to build consensus around the most important changes. 
4. The end result should be a document detailing the collective ideas of the community.
